Peninsula Drainage District #1 (PEN1) was established in 1917 and it is the furthest west district managed by MCDD.
It is bound by the Columbia River (more specifically, the Oregon Slough) on the north, Interstate 5 on the east, the Columbia Slough on the south, and a railroad embankment on the west.
The district is unique in that it has a fairly small number of individual property owners and 86% of the land is publicly owned. Major properties in the district include the Portland International Raceway, Heron Lakes Golf Club, the Portland Expo Center, and Harsch Investment Properties. This district lies entirely within the City of Portland.
