Public Accommodations Program:

The Urban Flood Safety and Water Quality District is committed to ensuring equal access and opportunity for all people to participate in – and benefit from – the District’s programs and services.

 

REQUEST AN ACCOMMODATION

The District can provide information and services at no charge or expense for persons with disabilities and persons with limited English proficiency when requested:

  • Providing free aids and services, such as qualified sign language interpreters and written information in other formats (large print, audio, accessible electronic formats, etc.) to communicate effectively with persons with disabilities.
  • Providing free language services, such as qualified foreign language interpreters and information written in other languages, to ensure meaningful access to programs and activities for persons with limited English proficiency.
  • Culturally appropriate assistance and services.

Our Commitment

Our public accommodations program includes a commitment to provide access to programs, services, and public meetings without discrimination in accordance with:

  • Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin (including language) in any program or activity that receives Federal funds or other Federal assistance.
  • Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination based on disability.
  • Title IX of the Educations Amendments Act of 1972, which prohibits discrimination based on sex in education programs or activities.
  • Age Discrimination Act of 1975, which prohibits discrimination based on age.
  • S. Department of Homeland Security regulation 6 C.F.R. Part 19, which prohibits discrimination based on religion in social service programs.

Oregon Civil Rights Laws and local codes, including but not limited to, as applicable:

  • Oregon Revised Statute (“ORS”) 659A et. seq., which prohibit discrimination based on race, color, religion, sex (including pregnancy), sexual orientation, gender identity or expression, national origin, marital status, familial status, veteran status, military status, age (18 or older), and/or disability; and
  • Portland City Code (“P.C.C.”) 23.01.070, which prohibits discrimination in places of public accommodation based on race, religion, color, sex, national origin, marital status, age (18 or older).

To File a Complaint

Oregon State Civil Rights: If you think that the Districts, or an individual District listed above, have failed to provide these services, or discriminated in another way based on the Oregon State protections listed above, you can file a complaint by filling out this form.

You may also be permitted to file a claim with the Oregon Bureau of Labor and Industries. Please note that you may also be required to comply with the notice requirements contained in ORS 30.275.
