Steve Fancher joined the District in July of 2025 as the Director of Engineering, Operations, and Capital Projects. In April of 2026 Steve became the Executive Director. He will oversee the District’s Executive Team. Prior to the District, Steve worked for the City of Gresham for 19 years, where he served as Assistant City Manager, Public Works Director, and Stormwater Utility Manager. Prior to Gresham, Steve worked for the City of Portland’s Bureau of Environmental Services for 11 years. Steve is a licensed civil engineer in the State of Oregon and graduated from the University of Portland with a Bachelor of Science in civil engineering. Away from work, Steve enjoys coaching youth basketball and traveling with his wife and daughter.
