ANDREW RIGGS

Sr. Engineering Tech

Andrew joined MCDD in September of 2015 as an Engineering Technician. He manages the District’s GIS Program, and is currently developing an Asset Management Program to capture institutional knowledge in support the District’s commitment to make data informed decisions. Andrew provides field and technical support for projects across the district, with a focus on engineering and natural resources. Before joining MCDD Andrew worked on the Columbia Slough Watershed Team at the Bureau of Environmental Services and was an active volunteer with the Columbia Slough Watershed Council. He has worked locally and internationally on watershed restoration, community outreach, and early childhood environmental education programs. Andrew received a B.S. of Environmental Studies from Portland State University. As a native Portlander and lover of all things outdoors, Andrew has spent his entire life recreating in the Columbia River Basin. He enjoys sharing his passion for the Slough with others, and envisions a future where the Slough is thought of as an invaluable community resource that provides environmental education and recreational opportunities for the surrounding community.

KEVIN SEVERSON

Senior Supervising Engineer

Kevin Severson is a professional engineer and serves as the Senior Engineer for the Multnomah County Drainage District. In his role, he primarily performs geotechnical engineering oversight for the for the 27 miles of levees managed by Multnomah County Drainage District. Kevin is a United States Air Force veteran and Oregon native. Kevin holds a bachelor’s degree in civil engineering, and a master’s degree in geotechnical engineering from Oregon State University. Over his 12-year career, Kevin has worked in public and private sectors as a civil engineer on work involving levee certification, landslide stabilization, rock slope mitigation, geotechnical instrumentation, heavy civil construction, and mechanically stabilized earth structures. Outside of work, Kevin enjoys spending time with his family, snowboarding, playing guitar, seeing live music, and watching football.

MINDY WEIMER

Engineering Associate

Mindy Weimer graduated from Jakarta International School and went on to university to study how to solve water related problems. She completed her BS degree in Environmental Engineering at Louisiana State University, and then her MS degree in Civil Engineering at the University of New Hampshire. Mindy moved back to Indonesia thereafter to build and develop a non-profit water & sanitation organization, which is now run by local staff. Mindy is currently based in Portland, Oregon where she has since worked for Maul, Foster & Alongi Consultants, Portland’s Bureau of Environmental Services, and then joined Multnomah County Drainage District as an Engineer Associate in March 2016. With the District, Mindy’s role includes providing technical support, project management, and conducting development reviews. Outside of her role with MCDD, Mindy loves to travel, write letters, and all things outdoors.

MACKENNA BELL

Engineer

Mackenna joined MCDD in January 2020 as an Engineering Associate. In her new role as Engineer, she provides engineering and construction support related to levee and internal drainage systems, project management, and evaluation of development reviews. Mackenna holds a B.S. in environmental engineering from the University of Michigan. Before coming to MCDD, she worked in Honolulu in the private sector on stormwater monitoring, watershed modeling, and green infrastructure. Outside of work, she enjoys spending time outdoors, catching live music, cooking, and traveling.

LORI BAKER

Director of Finance and Administration

Lori Baker is a certified public accountant and is the Director of Finance and Administration.  She has 35 years of finance and accounting experience and in her role oversees the finance and administration teams at MCDD.  Prior to joining MCDD in August 2022, Baker served in a variety of government leadership roles, including Chief Financial Officer at Tualatin Hills Park & Recreation District, and Director of Finance at TriMet.

During her career, Baker has been responsible for a variety of public debt issuances, management of budget processes, federal and state grant programs, and financial compliance programs.  While at the park district, Baker implemented an equity in procurement program that included outreach, training and support for minority businesses.  Born and raised in Oregon, Baker has a Bachelor of Science in Business with an emphasis in Accounting (Cum Laude) from the University of Oregon, and has been a CPA with the Oregon Society of Certified Public Accountants since June 1990.

ANGEL ALMENDAREZ

Finance Manager

Angel joined MCDD in August 2022 as the Assistant Finance Manager, and in March 2024 took the role of Finance Manager..

He manages  the financial and administrative activities for the districts, and maintains strong internal controls while providing efficient and effective solutions for conducting business activities.

Angel is a native of El Salvador and has called Oregon / SW Washington his home since 1998. He graduated from Portland State University and has over 20 years of experience in the finance and accounting both in private and public organizations.

NICOLE HANDLEY

Contract Administrator

Nicole joined the MCDD team in the Fall of 2020 as a Contract Administration Intern, and was hired as a full time employee in the Fall of 2021.  In her current position as the Contract Administrator, Nicole provides support to the Finance Department with managing the district’s contract records and developing processes for monitoring contract insurance requirements. She holds a B.A in International Affairs from the University of Colorado and Master of Public Administration from Portland State University. Prior to her role with MCDD, Nicole worked for an environmental consulting firm in Colorado, and conducted a program assessment for the City of Portland’s Joint Office of Homeless Services while in her graduate program at PSU. In her spare time, Nicole enjoys hiking, kayaking, traveling, and staying up to date on pop culture.

KAITLYN MORGAN

Accounting & Procurement Assistant

Kaitlyn joined the MCDD team in August of 2023 as the Accounting & Procurement Assistant. In this role she assists both the Procurement & Accounting departments by processing invoices, drafting documents, and filing paperwork.

In addition to working at MCDD, Kaitlyn studies Accounting at Portland State University. In her free time, Kaitlyn enjoys staying active, trying out different bakeries in the area, and trying out new recipes.

TRISHA SCHULTZ

Contract Administrator

Trisha joined the MCDD Procurement Team as a Contract Administrator in November 2023. She supports purchasing of services and goods, managing public contracting compliance as well as process improvement. Trisha’s focus is to support staff’s purchase of goods and services needed to keep MCDD operational.  Prior to joining the District, Trisha worked as a Contract Administrator and FEMA Grant Writer/Administrator for the City of Portland and at Clackamas County 911/Emergency Management.

Trisha is a native Oregonian. She raised her two sons on a subsistence farm in south Clackamas County. In her spare time Trisha practices fly fishing alpine lakes, backpacks and hikes throughout the NW (is OSSA Certified Search and Rescue and Backcountry First Responder), teaches gardening in low income multifamily communities to reduce food scarcity and kayaks on the many local waterways. She resides with her partner on a floating home on Portland’s Hayden Island.

KAREN SVARA

District Accountant

District EmployeeKaren joined MCDD in April 2015 as the District Accountant, working in the Finance department. The priority at the time was to help implement the new web based accounting software, Accufund, which she now maintains for the five districts. She is responsible for the monthly and quarterly IGA invoicing for MCDD, PEN1, PEN2 and SDIC including the IFA invoicing for the more recently formed JCA. Newer projects include the Development Review process where she is responsible for tracking costs and invoicing applicants for the four districts.

She is a New York native and studied Accounting at CW Post Long Island University. Karen moved to Oregon in 1995 and has over 30 years of experience in the Finance and Accounting field. She has worked in many industries which include wholesale, hospitality, construction, financial services and international footwear sourcing. Having been the Controller for companies in these many different private industries was helpful in adapting to the more rewarding local government work.

Outside of work, Karen enjoys spending time with her rescue German Shepherds, cats and chickens on a few acres in Oregon City.

JIM MIDDAUGH

Executive Director

Longtime communications, natural resources, and public policy executive Jim Middaugh joined the MCDD family in June of 2021. He came to MCDD from the Portland Mayor's Office where he had served as Mayor Ted Wheeler's Communication Director. Prior to joining the Mayor's team, Middaugh served as Metro’s Communications Director for 11 years. During his time with Metro, Middaugh managed media relations for the regional government and led a team that supported all facets of communications, marketing, and public engagement. Before working for Metro, Jim spent almost a decade with the City of Portland where he served as Capital Projects Manager, Chief of Staff for then-commissioner Erik Sten, and Science, Fish, and Wildlife Division Manager where he led the city’s initial response to the listing of salmon and steelhead under the federal Endangered Species Act.

BILL OWEN

Director of Operations and Engineering

Bill Owen is a professional engineer and serves as the district’s Director of Engineering & Operations / Chief Engineer. In this role he oversees both the engineering and O&M functions at the district. These teams perform daily activities and projects that provide flood risk management for a levee system that separates the Columbia River from northern portion of the Portland metropolitan region and an internal drainage system of open channels and pump stations within the district. Bill holds master’s degrees in both civil engineering and business management. Over his 28-year career, Bill has worked in public and private sectors as a civil engineer involving river forecasting, watershed management, sewer and stormwater design, and green infrastructure. Outside of work, he enjoys spending time with his family doing a variety of outdoor recreation activities, plays violin with a local community orchestra, and referees youth soccer games.

COLIN ROWAN

Director of Planning, Public Affairs, and Levee Ready Columbia

District EmployeeColin Rowan is the Levee Ready Columbia Program Director with Multnomah County Drainage District, leading the Levee Ready Columbia program, a multi-stakeholder regional partnership committed to modernizing our levee system. Trained as a planner, Colin is skilled in strategic planning, economic analysis, environmental policy, public engagement, and project management. Previously, Colin worked as a transportation planning consultant, a historian, and as a bicycle shop manager and mechanic. Colin has a master’s degree in Urban and Regional Planning, specializing in Transportation, from Portland State University, a master’s degree in History from Northeastern University, and bachelor’s degrees in Politics and History from Brandeis University. Outside work, Colin is an amateur bicycle racer, a shade tree mechanic, and spends his weekends renovating his 100-year old house with his wife and two cats.

JAMES DUNN

Operations and Maintenance Manager

James joined UFSWQD in July 2024. James provides leadership and overall management for system-wide operations and maintenance programs and activities, reporting to the Director of Engineering and Operations. James has held positions managing and leading public works departments for multiple agencies across the Northwest. James holds a Bachelor’s Degree in Business Administration with a Minor in Management from Washington State University. He also received a Master’s Degree in Public Administration from Portland State University.

In his spare time, James likes gardening, landscaping, hiking, and fishing.

RANDY LYONS

Operations Manager

District EmployeeRandy joined MCDD in December 2016. Currently he is the Operations Manager and plays as the key point of contact with all issues related to the Operations and Maintenance at MCDD. Prior to MCDD, Randy spent several years in the Alaskan Oilfields as a Roustabout, spent time on road construction crews, and worked in sales and marketing in the snowboarding industry. Randy received a Bachelor of Arts at Portland State University, Majoring in Sports Marketing and Minoring in French.

Randy is an avid outdoorsman who enjoys all the outdoor activities that Pacific Northwest provides. He is also a Francophile who enjoys speaking the French language.

BYRON ZIRKLE

Crew Lead

District EmployeeByron joined MCDD March 2013. In his role as construction lead, he provides support and direction on major and minor construction projects throughout all four Districts.

Byron brings over 20 years of experience in the construction sector to MCDD. He attended the Carpenters apprenticeship program at Clackamas Community College. Byron draws from his vast knowledge of construction projects over the years which allows him to be a key member of the Operations Team.

Byron is a local graduate from the Oregon City High School. He is an avid outdoorsman who enjoys fishing the major Rivers and tributaries in the local region.

CORY PIERCE

Operations and Maintenance Specialist

District EmployeeCory Joined MCDD in the spring of 2014. He currently is an Operations Specialist on the Operations Team and is a key representative on the MCDD IT committee. Cory takes part in all areas in our maintenance including: herbicides, mowing, equipment operating, and pump station maintenance. Prior to MCDD Cory spent several years working in commercial and residential construction including concrete work and heavy equipment operating. He also spent some time working for Eco Star which has helped him be a key member of the IT committee.

He is a local graduate from Forest Grove High School. Cory is an avid outdoorsman who enjoys hunting and fishing in the great State of Oregon.

JASON SCHAUER

Operations & Maintenance Technician II

Jason Schauer joined the operations department in April of 2022, as an Operations and Maintenance technician, primarily in support of MCDD’s mowing operations. Jason has a bachelor's degree in biology from Portland State University and previously worked as an Ecological Restoration Technician repairing Oregon’s damaged wetlands and forests. Jason is also a veteran of the United States Navy and served on a fast attack submarine.

JOSH MCNAMEE

Asset Maintenance Specialist

District EmployeeJosh joined MCDD in 1999 as an Asset Maintenance Specialist. He works with operations on projects, maintenance and monitoring related to conveyance systems and pump stations. His professional career started at MCDD and includes professional and technical training. Outside of work, Josh enjoys outdoor activities with family and friends.

MISA MILLER-HUGHES

Operations and Maintenance Technician

Misha joined the District in April, 2024 as an Operations and Maintenance Technician and works in all facets of the Operations and Maintenance duties including: mowing, herbicide application, equipment operation and pump station inspections. Prior to joining MCDD Misha spent several years in construction as well as working as a wildland firefighter and snowboard coach. Misha received a Bachelor of Science degree in Geology from the University of Puget Sound where he also played collegiate ultimate frisbee.
In his spare time Misha is an avid snowboarder during the winter as well as loves to travel. Having spent time in Columbia, China, Vietnam and Iceland Misha loves to explore new places and get outside of his comfort zone.

SCOTT DOYLE

Operations & Maintenance Specialist

District EmployeeScott joined MCDD December 2010 and is a valuable member of the operations team. During the summer months Scott is a Lead Mower working on the annual Levee and Ditch Mowing throughout all four Districts. Prior to MCDD, Scott spent many years in the demolition and construction industry.

Scott is a local graduate from Clackamas High School. He is an avid outdoorsman who enjoys fishing the major Rivers and tributaries in the local region.

VIC FOLEY

Maintenance Mechanic Lead

Vic Joined MCDD in 2024 as the Maintenance Mechanic Lead. He works with the Operations Team providing support on vehicle/equipment repairs and facilities maintenance. Prior to MCDD, Vic served as the Lead Mechanic for the City of Milwaukie. He brings a wide range of experience in his respective field and in public service with local government organizations. Vic is a native New Yorker transplanted to Oregon since 2008 and enjoys relaxing in hot springs, traveling with his wife, and spending free time with friends, family and his cat, “Farrah Pawcett.”

AMBER AYERS

Project Manager

Amber Ayers joined the MCDD Planning Division as a Project Manager in 2018. Growing up in the Pacific Northwest, Amber is passionate about connecting people to the land and water around them. With a background in water resource management, land use, and resiliency planning, Amber excels in creating collaborative solutions to the complex challenges facing our region.

In her role at MCDD, Amber manages a diverse portfolio of projects, from capital infrastructure initiatives to long-range planning efforts. She specializes in environmental planning, overseeing project planning and delivery, and navigating regulatory landscapes. Amber is committed to working alongside landowners, community members, and regional stakeholders to enhance community safety, support regional vitality, and increase public awareness of local issues.

Outside of work, Amber is an avid hiker, gardener, and cook. She collaborates with her partner on their farm to promote sustainable food systems and cultivate locally resilient varietals.

MATT BURLIN

Emergency Planner & Project Manager

Matt joined MCDD in June 2022. Matt is the Emergency Planner at MCDD and manages projects to prepare for and respond to flooding events and related emergencies within the Districts. Matt came to MCDD from the City of Portland’s Environmental Services, where he coordinated programs focused on stormwater management, watershed management, green infrastructure and community development.  Matt studied forestry and natural resource management at Virginia Tech and holds a master’s degree in Urban and Regional Planning from Portland State University. Matt lives in Northeast Portland where he spends his spare time riding bikes, gardening, making music and exploring the Pacific Northwest with his partner and two children.

ASTER MOULTON

Public Affairs & Community Relations Specialist

Aster joined the MCDD team in August 2021. With extensive communications and outreach experience in both the non-profit and public sectors, Aster comes to MCDD with a passion for storytelling, community relationship building and engaging stakeholders in the issues that affect them and their communities.  Aster wears many community relations hats at MCDD, and approaches their work with underlying values of equity and transparency.

Prior to arriving at MCDD, Aster served in community engagement roles with public agencies such as TriMet and the City of Portland, Bureau of Environmental Services, as well as environmental non-profit groups such as Friends of Trees, Green Lents, and Portland Fruit Tree Project.  Aster holds a Master's Degree in Urban and Regional Planning Degree from Portland State University, and a Bachelor's Degree in Environmental Studies from Lewis & Clark College.

In their spare time, Aster can be found swimming, paddling, hiking, camping and backpacking in the natural areas of the Pacific Northwest. Aster is also an avid gardener and bicyclist, and manages a small urban homestead with their family in the Cully Neighborhood.

CARRIE SANNEMAN

Environmental Program Manager

Carrie joined MCDD in September 2019 and currently manages the District’s Environmental Program, which covers natural resource management, planning, and permitting. She’s also supporting the Districts’ efforts to modernize the levee system and advising on the ways a modernized governance structure can use integrated floodplain management strategies to both improve flood safety and the health of the Columbia Slough. Carrie loves digging into environmental problems that span policy, people, and place. She brings a background focused on collaborative approaches to conservation and bringing nature-based strategies into environmental compliance programs. She has degrees in Biology and Environmental Studies (BS) from Iowa State, and Environmental Science and Management (MESM) from the Bren School at UCSB.

In her spare time, you can find Carrie running, reading, gardening, paddling, backpacking, or remodeling her SE Portland home with her husband.

MARK WILCOX

Sr. Project Manager
Levee Ready Columbia Team Member

District EmployeeMark Wilcox brings a wealth of military, federal and municipal project and emergency management experience to MCDD, Mark earned his B.S. in Marine & Environmental Sciences at the US Coast Guard Academy and spent two years navigating the Coast Guard Cutter Mariposa in the waters of Puget Sound and the Straits of Juan de Fuca, before moving to Portland to manage spill responses, investigations and contingency planning as well as port operations and security for the Captain of the Port. After receiving his M.S. in Environmental Engineering (Water Resources) at Portland State University, he left active service and began his municipal career as an engineering plan reviewer in Oregon at Clean Water Services.

He moved to the Washington, DC, metro area and managed the planning, design and construction of interagency watershed restoration projects (stream restoration, stormwater management and greenstreets infrastructure) for the Montgomery County, MD, Department of Environmental Protection for ten years. After a series of federal and active military positions for the US Coast Guard managing its NRDA (wildlife) restoration program, its seasonal operations in the Arctic, and, most recently, the Alaska civil engineering program for the US Coast Guard during an active duty assignment in Juneau, Alaska, Mark returned to Portland and retired at the rank of Commander with 26-years of active duty and reserve service. He’s excited in his role managing projects and the USACE Feasibility Study for the LRC program during an exciting time at the Districts. Mark spends his free time on the water and in the mountains: hiking, biking, skiing, rock climbing, whitewater kayaking, and fly fishing with his camera at the ready.

EMILY ROBERTSON

Policy and Administration Manager

Emily joined the MCDD team in the Spring of 2016. In her role as Sr. Policy Coordinator, Emily supports the work of the board members on all four district boards and works on policy related matters for the districts. Emily acts as a liaison between board and staff members, and also helps to manage the annual landowner meetings for each district. She holds a B.A in Political Science from California Lutheran University and a Master of Public Administration from Portland State University. Prior to her work at MCDD, Emily worked for the Washington State Legislature and as a campaign organizer in Southwest Washington and Washington, DC. She currently serves on the Special Districts Association of Oregon Board of Directors. Emily enjoys using her spare time to stay up to date on pop culture, create epic charcuterie plates, take photos of her cat on her phone, and enjoy the outdoors hiking and snowboarding.

CLINT BOLLINGER

Information Services Manager

Clint joined the District in April, 2024 as the Information Services Manager. Clint is responsible for the technology equipment and management of the technical services for the District. Clint has worked in the public sector for over a decade and been involved in information technology for over twenty years in both the public and private sectors.

In his spare time, Clint enjoys hiking and attempting to golf. However, he spends most of his spare time with his wife, two children, and their two cats.

JASMINE GILMORE

Human Resources Coordinator

Jasmine joined MCDD in the fall of 2019. As the Human Resources Coordinator, she manages the recruitment and onboarding processes as well as the staff training programs. She previously served as the Policy & Administration Assistant where she wore many hats at the district. Prior to working at MCDD, Jasmine served as the Human Resources Intern at the Port of Portland, where she spent time supporting the HR team and assisting the Social Equity Manager. During her time there, she developed a passion for Diversity, Equity and Inclusion work, which she hopes will increase understanding and awareness surrounding diverse and equitable outcomes at MCDD.

Jasmine obtained her bachelor's degree in Human Resources Management from Portland State University. She hopes that a background in Human Resources will help in building a foundation in her desire to support equity and inclusion work. In her free time, Jasmine enjoys spending time with her family and friends, traveling, and the occasional Netflix binge. She is a self-described "foodie" and loves to experiment with new recipes and is always scoping out new restaurants across the city.

KENNY HALLQUIST

Office Coordinator

Kenny joined the MCDD team in the spring of 2022 as Office Coordinator. In taking on this new role at MCDD, Kenny lends support and time to multiple departments within the organization from Operations to Procurement, while also facilitating the daily functions of office business and as-needed support to the Executive Team. Kenny takes pride in being a “go-to” person in the office for all who might need resources or direction. With a background in program management and experience in multiple forms of local government, Kenny’s goal is to create a welcoming atmosphere while offering solid and efficient support to the MCDD team as a whole.

Kenny and his partner are dog dads to three pups and reside in Oregon City. They enjoy camping, traveling, hiking and getting to any kind of water when the weather provides the opportunity. On weekends you might find them working on their beach cabin or searching for Oregon’s next best IPA.

TRACY OLMEDO

Human Resources Manager

Tracy joined MCDD in the Fall of 2019 as Human Resources Generalist. She is responsible for managing and overseeing the District’s human resources program, including employment policies and benefits administration. Prior to MCDD, Tracy worked in the private sector in California as an HR Business Partner and coordinated functions like recruitment and selection, HR & benefits administration, employee relations, safety and wellness programs, and local, state and federal employment law compliance. Tracy holds a degree in Business Economics (B.S.) from Cal State, Los Angeles and a professional in Human Resources Certificate (PHR) from the HR Certification Institute. Outside of work, Tracy enjoys discovering new restaurants and working on her yoga game. She is fluent in Spanish.

WENDY LYNN

Board Coordinator

Wendy joined MCDD in January 2022 as the Board Coordinator. Wendy is responsible for managing, supporting, and documenting public meetings of the five district boards and works closely with staff in the Policy, Communications, and Legal departments to ensure each meeting is accessible and productive. She supports both the new Urban Flood Safety and Water Quality District as well as the four Drainage District boards.

Over her career, Wendy has served as non-profit director, board administrator, and reporter, always with focus of connecting people for positive change and keeping them organized! Her previous leadership efforts in the food system resulted in the formation of the Oregon Community Food System Network.

Wendy holds a M.S. in Nonprofit Management from Southern Oregon University and continues to train in compassionate communication, meeting facilitation, and racial justice. In her free time, Wendy enjoys flatwater kayaking and hiking. She is a certified InterPlay leader and is pursuing a Certified Municipal Clerk designation from the International Institute of Municipal Clerks.
